Not willing to tinker around the edges, they pursued a radical approach that set zero deaths as their goal. They implemented screening, proven principles and practices for the care of all chronic illnesses (including diabetes, heart disease and depression), immediate access to appointments, and continuous and robust quality improvement -- and after several years of progressive reductions in deaths they achieved and maintained 2 ? years of zero deaths by suicide.
We next heard how Kaiser Permanente of Northern California, an HMO with over 3 million members and 20 medical centers, instituted a remarkable plan for primary care suicide prevention (i.e. in general medical services not mental health clinics). They introduced screening for depression, anxiety, substance abuse, and intimate partner violence, coupled that with treatment practices known to work, and scrutinized every suicide for what improvements could be made.
Finally, we heard how Magellan Health Services, a large national mental health managed care company, implemented suicide prevention in Arizona by focusing on those people whose risk for suicide was 6 - 12 times the general population, namely those people with a serious mental illness. What is the current government of Somalia and where did it come from?
The government of Somalia is called the TFG, the Transitional Federal Government. They're a group that, when you go back to 2006 when the opposition Islamic Courts Union was the dominant force within the country, was hunkered down in Baidoa, a city in south-central Somalia. They were surrounded by Islamic Courts Union forces who were threatening to wipe them out, and were protected by a fairly small contingent of Ethiopian forces.
After the country was invaded by Ethiopia with the purpose of pushing back the Islamic Courts Union, the TFG was able to control territory -- albeit briefly -- in Mogadishu and throughout Somalia with Ethiopian support. That's when Somalis started to travel and study abroad and were exposed to Saudi Arabian Wahhabism, and to a lesser extent to the Muslim Brotherhood in Egypt. Around 1983 a group called Al-Ittihad al-Islamiya was founded in Somalia, a precursor to both the Islamic Courts Union and Shabaab. It opposed the then-ruling regime, and when that government collapsed in the early 1990s, Al-Ittihad tried to take control of parts of the country. Mostly those attempts didn't hold very long, but they did in the town of Luuq on the border of Ethiopia. One of the things this group -- and others -- believes is that Somalia has a right to territory beyond the colonial borders, including to areas in Ethiopia that have a Somali-speaking majority. Now, Al-Ittihad started to carry out strikes into Ethiopia and in response the Ethiopians went into Luuq and smashed Al-Ittihad. This helps explain why the Ethiopians saw the Islamic Courts, which were the next major Islamist group to arise after Al-Ittihad, as a threat.

They were originally a confederation literally of courts. They provided an adjudication mechanism and some stability in anarchic areas of the country. They believed in implementation of a strict version of Sharia law. Of concern to U.S. policymakers is that there were connections at a leadership level between the Islamic Courts and al-Qaida. Shabaab was originally regarded as being the youth wing of the Islamic Courts; al-Shabaab literally means "the youth" in Arabic.
Ethiopia had its own reasons for seeing the Islamic Courts' rise as a threat: They thought that, like Al-Ittihad before it, the Islamic Courts' control would lead to attacks on Ethiopia. So Ethiopia first protected the Somali transitional government; then in December of 2006, when it looked like the Islamic Courts were about to overrun Baidoa, where the transitional government was holed up, Ethiopia intervened. They invaded the country.
What was the U.S. role in that invasion?
There are two different views. One is that the U.S. actually encouraged Ethiopia to invade, planned the invasion with them, and assisted from the very outset. The second view is that the U.S. was surprised, but that once it saw that Ethiopia was invading, it decided to jump in and help out. What is clear is that by January 2007 you had U.S. special forces on the ground, and the U.S. was providing air support. Since then there has been much more U.S. presence on the ground in Somalia than has been reported and much more than most people realize.
Why have both the Bush and Obama administrations seen getting involved in Somalia militarily as in the U.S. interest?
If you look back to 2006, there clearly was some connection between the Islamic Courts and al-Qaida at leadership levels. There's a legitimate debate about how strong those connections were. But moving forward to where we are now with Shabaab, the group is clearly connected at its top levels to al-Qaida. There have been multiple statements coming out of Shabaab's leadership that they align themselves with al-Qaida. One Shabaab leader, Omar Hammami, issued a manifesto a few years ago explaining the split between Shabaab and the other insurgent factions. He said that part of the reason was that the other factions were committed to the colonial borders, but in contrast Shabaab was dedicated to reestablishing the caliphate, which is one of al-Qaida's goals. Other leaders have come out and pledged their allegiance to bin Laden or al-Qaida more generally. So this is why the U.S. sees what's going on Somalia as of concern to the U.S. national interest. I am the mother of three young children. As a mother, I constantly find myself delighted and challenged by my kids; however, I?ve often wished for a go-to book to help me answer the infamous children?s questions of ?why? and ?how?. My children are constantly asking questions to which I don?t know the answer. I would love to say that I remember why animals can see at night or how popcorn pops, but then I would be a liar. I have spent many hours researching the answers to my kids? constant questions, and it gets a little old.
Fortunately for me, and for all of the parents, aunts, uncles, grandparents, teachers, and babysitters in the world, the creators of TIME for Kids have come together to produce the Big Book of How. This book has information on just about everything your child may want to know. Are you wondering how the sun can stay hot? Just open up to page 148. Are your children fascinated by sharks? Turn to page 8 for a whole list of fun facts. Really, there are very few topics this book doesn?t cover, and that?s why I love it!
Big Book of How?is the perfect resource for children. The facts and explanations found in the book are written in a simple and straightforward manner, so even the youngest child can follow almost any topic. Plus, every page comes packed with interesting photos, illustrations, and diagrams, which are always a big plus for any children?s book.
As much as my children are enjoying the book, I have to say that I?m probably enjoying it even more, so much so that I?m reading it all by myself. I am completely fascinated by the clear explanations on how to make a homemade compass, how do honeybees make hives, and why do roller coasters go up and down. All in all, I would recommend the Big Book of How?to anyone, no matter how young or old.

Non-feminist custody evaluators see domestic violence as resulting from ?toxic? relationships, not from the patriarchal mindset of the father.? That?s the second major part of the findings of the survey I?ve written about in my last two posts.
The first part dealt with the attitudes of feminist custody evaluators toward reports of domestic violence.? The second part deals with the attitudes of ?family violence? evaluators.? Those tend to get their information and attitudes from the body of social science that, over the decades, has studied large, random samples of the population.? Feminist inquiry has focused on women in DV shelters, as the authors of the survey make clear.
The salient findings regarding the 14-member group of family violence evaluators include the fact that they overwhelmingly see domestic violence as situational.? That is, they see DV as something that comes?as a response to the natural stresses of family life.
Their predominant discourse was distinctly different from feminist evaluators in that they perceived most DV as conflict and stress induced, normative, and mutual. Indeed, they reported seeing almost exclusively situational couple violence in practice.
They also had an ?it takes two to tango? outlook on domestic violence.? That is, domestic violence is a product of family dynamics in which there are no clear perpetrators and no clear victims.? It?s the understanding of domestic violence as well as most things in family life as?arising from the integrated system that is the family.
For them,?all relationships have issues related to control and the ebb and flow of who has power or control at any given time over?any given issue describes in part the relationship between the two partners.? That of course can be destructive, but need not be.? And who has and who wants control?in a particular situation is not a matter of gender.? Both men and women have a need to feel in control, so there?s a continuing interpersonal??dance? between the two.
Where feminists see only men having power in relationships and believe that male power is inappropriate, these family violence evaluators have a much more nuanced take on the nature of power?between intimate partners.
These family violence evaluators distinguish between minor domestic violence such as a push or shove, and??real? DV which involves serious injury such as serious bruising, broken bones, etc.? They utterly condemn that sort of DV, but rarely if ever see it in their practices.? They opine that abusers like that get weeded out?of the custody battle long before an evaluation takes place.
Chris explained, ?If [the violence is] that bad, child protective authorities or legal authorities or someone else is going to have already dealt with it.?
These evaluators also regarded the minor, mutual DV they see as compatible with parental custody.? To them, neither minor violence like?a push or shove?nor the usual issues of inter-relational power, automatically disqualified a parent from have custody.
Unlike the feminist evaluators, the family violence group saw false allegations as common and purposeful.
Whereas feminist evaluators estimated that false allegations occurred in about 10% of their cases, family violence evaluators estimated that 40% to 80% of their cases involved false allegations. Two evaluators thought allegations were ?grossly exaggerated,? not entirely false. All reported that mothers made the majority of DV allegations, and false allegations were intended to gain leverage in the custody dispute or alienate the children from their father.
Interestingly, this group was the only one of the two that even mentioned parental alienation.? They did so in the context of false allegations of DV.
Red flags for a false allegation included suspected parental alienation by the mother, the mother?s demeanor (e.g., angry), and lack of documentation of the abuse.
And speaking of documentation, the family violence evaluators were concerned about claims of DV?for which there was no objective evidence.
The majority of family violence evaluators emphasized that real DV victims should have documentation (e.g., police reports, pictures, hospital records, witnesses) or physical signs of DV (e.g., bruises); however, there were some disagreements when it came to the importance of documentation. For two evaluators, having an order of protection was the only way to ensure that an allegation was true, but for two other evaluators an order of protection was considered too easy to obtain and did not lend credibility to the allegation.
Not surprisingly, this group expressed the belief that both parents were important to children?s well-being and attempted to promote that where possible in their recommendations to courts.
Family violence evaluators reported making custody recommendations that emphasized coparenting relationships that facilitated children?s contact with nonresidential parents. Jennifer?s perspective was echoed by others: ?I?ve been doing this long enough [to know] that children in the past really suffered from not having enough contact with the other parent?the parent they don?t live with.? Their recommendations focused on modifying negative behaviors of both parties (e.g., conflict management classes or counseling for both parents).
If they suspected parental alienation?by one parent, this group of evaluators leaned strongly toward custody?on the part of?the other parent.
As Michael said, ?I would tend to lean toward custody with the so called ?bad parent? because I know [the allegations are] not true, that the [father] is not like that . . . [it] is more like parental alienation syndrome stuff. . . . That relationship [between the father and child] is going to be over if the kid?s living with the [mother].?
In short, these evaluators had different training in DV than did the feminist group and interestingly their understanding of domestic violence appears to be far more congruent with existing science than that of the more trained feminists.
For example, they seem to know that both men and women commit domestic violence.? They observe that they see little severe DV, and that?s what study after study of large populations show as well (see, e.g. the 12,000-person Scottish study showing that 80% of DV resulted in either no injury or only a ?minor cut or bruise?).? They?re aware of the existence of false allegations and the possibility of parental alienation.? They make no distinction based on sex about who may make false allegations, while the feminist group said that less than 10% of women?s allegations are false, but 50% of men?s are.? So the overt misandry of the feminists wasn?t apparent in the other group.
Perhaps most importantly, this second group sought to keep both parents connected with children post-divorce whereas the feminist group opted to radically marginalize dads at even the mere allegation of DV by mothers.
As I said before, it?s a small study, but it may tell us a lot about what?s going on, not in court, but behind the closed doors of the custody evaluators on whom?they rely.

Fr?d?ric contacted me, telling me he and Benoit are fans of my blog. I was more than happy to meet them and talk about markets, pensions, the Quebec SARA Fund, Quebec's financial community, global REITS and commercial and residential real estate.
Let me first say these are two standup individuals, the type of people who renew my faith in real estate investment professionals. I say this because apart from a handful of people I've met in the past in institutional real estate, most of the investment professionals in this asset class are slimy, sleazy, unethical, arrogant, ruthless sharks who only care about their pockets (true of most individuals in finance but particularly true of real estate guys and gals). And I mentioned this to them because most of the "shady characters" I know are now working together in Montreal for a well known private equity fund (that's another scandal!).
Fr?d?ric and Benoit struck me as highly professional, highly ethical and extremely sharp individuals. The fact that they chose to work at Eterna tells me a lot too because this firm has a stellar reputation in Quebec. They both have extensive experience on the buy and sell side. Fr?d?ric was a founding member of Presima, the Caisse's real estate division that was sold to the National Australia Bank. Interestingly, the Caisse never disclosed the terms of the deal and how much they received for the sale of this division, but I will closely examine Presima and Ot?ra Capital, the Caisse's real estate debt subsidiary, in a future comment. Too many individuals have asked me to look into these operations and I promised them that I will look at all public records.
Benoit Caron worked as an analyst at Montrusco Bolton, Canaccord Genuity where he ranked high on the Brendan Woods survey, and then moved to the National Bank Financial as a VP, Fundamental Research on Infrastructure and Engineering. We spoke about the sell-side and the "constant pressure of being bullish on markets." I worked as an economist at the National Bank Financial back in 2000-2002 and remember the bear market following the tech meltdown. I was the assistant to Cl?ment Gignac, the Chief Economist then who is now Quebec's Minister of Economic Development, Innovation and Export Trade. Never forgot what Cl?ment told me: "In a bear market, investors rediscover the value of economists." So true, which is why along with St?fane Marion, Vincent L?pine and Martin Roberge who was the Chief Strategist at the time, we garnered most of the soft dollars during that recession.
Fr?d?ric and Benoit told me that they've been reading my comments on seeding Quebec hedge funds and they're in full agreement with many of my opinions. As I told them: "Look , the Caisse screwed up and they invited me into their offices to 'set me straight'. I may have been too harsh in my criticism of the SARA Fund, but the truth is there is hardly any seeding going on. All I see is Ren? Perreault and his rich buddies getting richer. It's a big club, the Quebec club."
I added: "I got nothing personal against Jean-Guy Desjardins. The man in an entrepreneur, made more than a few people multi-millionaires, including a former boss of mine. I give him credit, unlike many powerful Quebecers who just talk the talk, Jean-Guy Desjardins walks the walk and he delivered on his promises. But what really frustrates me is how political this file has become. It's simple, if done properly, everyone wins by seeding Quebec hedge funds, including depositors, Quebec's financial community and the thousands of university students studying finance who end up leaving for Toronto or New York because there are no jobs for them here. And what really makes me angry is that we've wasted billions in failed venture capital programs and call 'seeding hedge funds' too risky when the opposite is actually true."
I really hit my point when I said: "There is a petty, jealous behavior in Quebec. Quebecers say they're proud but they don't support their own talent, forcing many of their brightest to leave. Fr?d?ric and Benoit agreed it's difficult to raise money in the current context but they added "no doors are closed, it's just that people want to see us perform a bit before trusting us with their savings." They got an important mandate from SSQ which is public and a few others that are not public. They specialize in global REITS, an extremely liquid market. They're looking to start a hedge fund on global REITS but are proceeding cautiously, taking their time to set up the back and mid office properly, wanting to show institutions that they are ready for the institutional setup. I commended them on this approach and think it speaks volumes on their professionalism and integrity. They're not willing to cut corners and in a rush to raise assets until they are ready to properly handle the inflow on the operational and risk management side. Others do not have the luxury of having Eterna's support staff backing them and are scrounging to get by.
We ended with a frank discussion on the real estate market. Benoit told me that he sees the slump in US residential real estate continuing because too many mortgages are still under water. He told me that the spread between existing home prices and new home prices is at a historic low where it's more attractive to buy an existing home. Moreover, "with youth unemployment at historic highs" many new home entrants can't afford to buy houses. All this bodes well for rental units, especially apartment buildings.
We both agreed that fiscal tightening pretty much ensures more quantitative easing by the Fed, which will be a boon for Wall Street but not for Main Street. As I told him: "There is simply no choice for the Fed but to counteract any fiscal tightening that comes from the debt deal." He told me he sees the ECRI indicator "rolling over," which doesn't bode well for global growth.
Finally, and most interesting, Fr?d?ric and Benoit agreed with me that the Canada bubble will burst and that Canada's mortgage monster stands to lose billions and is in a very tenable position. According to Benoit: "Too many people are way over-leveraged, are mortgaged to the hilt buying houses they can't afford, and they risk getting killed when they lose their job or if rates rise. If we suffer a slowdown that is just 20% of the US slump, we're in big trouble. It's simply not true that real estate prices won't get hit in Canada; this isn't the 1970s, and people are in for a shock in the coming decade."
I found the whole conversation fascinating. I told them when I wrote my comment on post-deleveraging blues in March 2009, I totally (and erroneously) ignored REITs because I didn't know enough about the market and honestly thought REITs were cooked. They turned out to be among the best performers since.
